Senior politicians in Britain’s Conservative Party pledged today to scrap the Human Rights Act, freeze fuel duty until 2015, and clear the UK’s deficit by 2020.

In a speech to the Conservative Party conference in Manchester, Chancellor of the Exchequer George Osborne said: “Provided we can find the savings to pay for it, I want to freeze fuel duty for the rest of this Parliament.” The fuel duty rise had been scheduled for next September. This announcement follows a similar cancellation of a planned fuel duty rise in the Chancellor’s March Budget which would have come into force in September.

Party aides said the plan would save motorists £750m a year, with petrol prices 20p a litre cheaper than they would have been if plans by Labour had been followed. Edmund King from The Automobile Association welcomed the announcement on fuel duty, but said: “it is worth remembering that every time there is a spike in fuel prices, the Chancellor brings in money due to the 20 per cent VAT [Value Added Tax] rate on petrol and diesel. This is not exactly a give-away, as even with a duty freeze the Chancellor is still raking in approximately 60 per cent of the pump price in duty and VAT.”

Osborne also announced that he intends to end the deficit by 2020 and wants to keep the nation’s finances at a surplus. This would be accomplished by a new round of cuts after the election amounting to £25 billion.

“So I can tell you today, that when we’ve dealt with Labour’s deficit, we will have a surplus in good times as insurance against difficult times ahead. Provided the recovery is sustained, our goal is to achieve that surplus in the next parliament. That will bear down on our debts and prepare us for the next rainy day. That is going to require discipline and spending control.”

Osborne’s speech also stated that the government intends to continue with reforms to the welfare system and to require those who have been unemployed for more than two years to take part in work placements in order to get benefits: “They will do useful work to put something back into their community; making meals for the elderly, clearing up litter, working for a local charity.”

Labour MP and Shadow Chief Secretary to the Treasury, Rachel Reeves, said Osborne’s fuel duty plans were “panicky” and an “aspiration” without funding. Reeves said of Osborne’s plans regarding the deficit: “nobody will believe a word he says”.

Home Secretary Theresa May told the conference that the next Conservative Party manifesto will commit to repealing the Human Rights Act 1998, backing a statement to the same end made by Prime Minister David Cameron in an interview over the weekend.

May argued that European human rights law had prevented the deportation of Abu Qatada to Jordan, and that the guarantee of a “right to a family life” had become a “free-for-all” for appeals against deportation. In addition to repealing the Human Rights Act, May raised the possibility of leaving the European Convention on Human Rights (ECHR) altogether. “The Conservative position is clear. If leaving the European convention is what it takes to alter our human rights laws, that’s what we will do.”

The Attorney General Dominic Grieve has expressed caution about plans to repeal the Human Rights Act or leave the ECHR, saying it “could be interpreted as a sign that Britain is not interested in creating a better world”.

“If we leave it then we have to take the international reputational consequences of doing so.”

The Conservatives have also faced questions about their relationship with the UK Independence Party (UKIP). Nigel Farage, leader of UKIP, attended the Conservative conference and raised the question of deals between UKIP and the Conservatives at a local level. A number of Conservative MPs have said that the Conservatives and UKIP should work together during the election including Bill Cash, Douglas Carswell, and Peter Bone.

Senior leaders in the Conservative Party have rejected any suggestion of working closer with UKIP. George Osborne said: “The only candidates who will stand for the Conservative party at the election are Conservative candidates – a sort of statement of the obvious.”

Mayor of London Boris Johnson joked of the UKIP deal suggestions: “you kip if you want to, David Cameron’s not for kipping”.

New York –”Buy cheap Viagra through us – no prescription required!” Anyone with an active email account will recognize lines like this one. According to some reports, unsolicited advertisements (spam) for Viagra and similar drugs account for one in four spam messages.

BACKGROUND

Spamming remains one of the biggest problems facing email users today. While users and systems administrators have improved their defenses against unsolicited email, many spammers now insert random words or characters into their letters in order to bypass filters. Ever since pharmaceutical giant Pfizer promised to cure erectile dysfunction once and for all with its blue pills containing the drug sildenafil citrate, spammers have tried to tap into male anxiety by offering prescription-free sales of unapproved “generic” Viagra and clones such as Cialis soft tabs. Legislation like the U.S. CAN-SPAM act has done little to stem the tide of email advertising the products.

Now Pfizer has entered a pledge with Microsoft Corporation, the world’s largest software company, to address the problem. The joint effort will focus on lawsuits against spammers as well as the companies they advertise. “Pfizer is joining with Microsoft on these actions as part of our shared pledge to reduce the sale of these products and to fight the senders of unsolicited e-mail that overwhelms people’s inboxes,” said Jeff Kindler, executive vice president at Pfizer.

Microsoft has filed civil actions against spammers advertising the websites CanadianPharmacy and E-Pharmacy Direct. Pfizer has filed lawsuits against the two companies, and has taken actions against websites which use the word “Viagra” in their domain names. Sales of controlled drugs from Canadian pharmacies to the United States are illegal, but most drugs sold in Canada have nevertheless undergone testing by the U.S. Food and Drug Administration. This is not the case for many of the Viagra clones sold by Internet companies and manufactured in countries like China and India. While it was not clear that CanadianPharmacy was actually shipping drugs from Canada, Pfizer’s general counsel, Beth Levine, claimed that the company filled orders using a call center in Montreal, reported the Toronto Star.

For Microsoft’s part, they allege that the joint effort with Pfizer is part of their “multi-pronged attack on the barrage of spam.” As the creator of the popular email program Outlook, Microsoft has been criticized in the past for the product’s spam filtering process. Recently, Microsoft added anti-spam measures to its popular Exchange server. Exchange 2003 now includes support for accessing so-called real-time block lists, or RTBLs. An RTBL is a list of the IP addresses maintained by a third party; the addresses on the list are those of mailservers thought to have sent spam recently. Exchange 2003 can query the list for each message it receives.

In a radio speech from the White House on 17 December 2005, President Bush acknowledged that in the weeks following 9/11 he had “authorized the National Security Agency [NSA], consistent with U.S. law and the Constitution, to intercept international communications of people with known links to al Qaeda and related terrorist organizations.”

President Bush said that the government establishes a clear link to terrorist networks before intercepting these communications, adding that the purpose of the program is to “detect and prevent terrorist attacks against the United States and our allies.”

Stating that terrorists inside the United States were communicating with terrorists abroad before the 9/11 attacks, President Bush said that the authorization he gave the NSA “helped address that problem in a way that is fully consistent with my constitutional responsibilities and authorities.”

Secretary of State Condoleezza Rice said that established procedures requiring court approval were simply not quick and flexible enough to respond to the urgency of the terrorist threat, and to allow the administration to eavesdrop on highly mobile targets in order to disrupt potential plots.

Before Bush’s secret order, such wiretaps were obtained through the Foreign Intelligence Surveillance Act (FISA) of 1978. It prescribes procedures for requesting judicial authorization for electronic surveillance and physical search of persons engaged in espionage or international terrorism against the United States on behalf of a foreign power. FISA also allows the Attorney General to grant permission for emergency wiretaps without a warrant, with retroactive application being made within 72 hours. Historically, the vast majority of applications are accepted without modifications by FISA. For example in the 2004 report of FISA to Congress it is noted that the number of approved warrants with substantive modifications was 94 out of a total of 1758 while 5 applications were rejected.

House Intelligence Committee Chairman Peter Hoekstra defended Bush’s authorization of the surveillance program and to bypass the FISA. Chairwoman of the Homeland Security and Governmental Affairs Committee Senator Susan Collins announced a call on the NSA for a “full briefing” about the program, and said that the program’s authority needs to be clarified. House Minority Leader Nancy Pelosi said Bush’s radio address raised “serious questions as to what the activities were and whether the activities were lawful.”

The President noted that the NSA activities are reviewed “approximately every 45 days.” He added: “During each assessment, previous activities under the authorization are reviewed. The review includes approval by our nation’s top legal officials, including the attorney general and the counsel to the president.” All people involved in the periodic review are members of the executive branch.

Bush also said that NSA’s activities under this authorization are thoroughly reviewed by the Justice Department and NSA’s top legal officials, including NSA’s general counsel and inspector general, adding that “leaders in Congress have been briefed more than a dozen times on this authority and the activities conducted under it.” Members of Congress from both parties are now calling for congressional hearings to learn more.

The president concluded by saying that “this authorization is a vital tool in our war against the terrorists. It is critical to saving American lives. The American people expect me to do everything in my power under our laws and Constitution to protect them and their civil liberties.”

In testimony at a military hearing yesterday on abuses at the U.S. prison camp in Iraq, the former warden of Abu Ghraib, Maj. David Dinenna, said he attended in September 2003 a meeting with Maj. Gen. Geoffrey D. Miller, who was then commander of the Guantanamo Bay prison camp. Maj. Dinenna said Gen. Miller recommended using dogs, because of their effectiveness.

Two dog handler soldiers at Abu Ghraib stand accused in the hearing. Sgt. Santos A. Cardona, 31, and Sgt. Michael J. Smith, 24, are alleged to have used the dogs to threaten and intimidate prisoners. During the defendants’ testimony on Tuesday, they said the interrogation techniques used by them on prisoners was learned from a team of interrogators that was dispatched to Iraq from the Guantanamo Bay military base in Cuba.

The Article 32 military court proceeding, which concluded Wednesday in Fort Meade, Maryland, is a preliminary hearing to hear prosecution and defense arguments in the case. The Prosecution is seeking a court-martial with claims that the defendants acted criminally. The Defense contends the soldiers were following orders, and that the charges should be dropped.

The investigating officer of the military court, Maj. Glenn Simpkins, has two weeks to weigh the evidence that was presented. Some or all charges could be dropped, but if some charges stand, he will make a recommendation on how Sgts. Cardona and Smith should be dealt with when it goes to trial.

The two accused said in yesterday’s testimony that Col. Thomas M. Pappas, the top military intelligence officer at Abu Ghraib, approved the use of the dogs. Testimony was also heard from Pvt. Ivan L. “Chip” Frederick, now serving an 8-year sentence in Fort Leavenworth for his role as ringleader in the abuse, who testified by phone from prison that approval was given to use the dogs, and that a civilian interrogator was also sometimes involved in directing which prisoner cells were to be visited by dog handlers.

In addition to the use of dogs, aggressive interrogation techniques such as clothing removal and sleep deprivation were also part of the series of abuses. Staff Sgt. James Vincent Lucas previously had told Army investigators in Guantanamo that he left Cuba in 2003 to go to Iraq where he, as a member of a 6-man team, taught the “lessons learned” at Guantanamo, and served to “provide guidelines” to interrogators at Abu Ghraib.

Legislation sponsored by several Senate Republicans seeks to specifically regulate the treatment of prisoners at Guantanamo and other military prisons. A co-sponsor of the bill, Lindsey Graham (RSC), recently released declassified internal memos dating from 2003 and written by top military lawyers. They warned the Pentagon about the aggressive tactics at Guantanamo. The memos noted it would heighten the dangers for U.S. troops caught by the enemy.

Army charge sheets accuse Cardona and Smith with maltreating detainees from November 15, 2003, to January 15, 2004 by “directing, encouraging, or permitting [their] unmuzzled military working dog[s] to bark and growl at detainees in order to unlawfully harass and threaten the detainees and in order to make the detainees urinate or defecate on themselves.”

Cardona, of Fullerton, with the 42nd Military Police Detachment in Ft. Bragg, N.C., was charged with nine counts. Smith, of Fort Lauderdale, Fla., with the 523rd Military Police Detachment in Ft. Riley, Kan., was charged with 14 counts.

The first step in fighting acne is to see a dermatologist, or a medical doctor who specializes in the science of skin, its treatment and diseases. A dermatologist can offer many suggestions for treatment of your acne, as well as advice and support. Dermatologists work with patients to develop a treatment plan that can include topical and systemic medications. For those who suffer from Grade III or Grade IV, a dermatologist is a must in treating your acne. Severe acne of this type does not respond to over-the-counter drugs.

Topical Acne Treatments

Creams, ointments or mineral essential lotions fall into the category of topical acne treatments. These are used in the treatment of mild to severe acne and are available over the counter and by prescription depending on the type and strength. Over-the-counter topical treatments include salicylic acid, benzoyl peroxide, sulfur, and resorcinol. Patients with severe acne typically receive a prescription for treatments including azelaic acid, topical retinoids and topical antibiotics.

Systemic Acne Treatments

Working internally, systemic treatments may be taken orally, as in a pill or injected into the skin. Systemic treatments are used in the case of moderate acne, when topical treatments aren’t enough, as well as for severe and cystic acne. Comedo extractions – Comedo extractions involve gently coaxing plugs of sebum and cellular debris from the pore and are often performed by estheticians during a facial. Removing blackheads, milia, and soft closed comedones can help decrease the overall number of breakouts. Cysts or serious lesions may only be extracted by a dermatologist through surgical methods.

Light chemical peels – Despite the name, light chemical peels do not “peel” the skin. Instead, they deeply exfoliate the skin using an alpha-hydroxy, beta-hydroxy, or glycolic acid. Light chemical peels improve acne by removing dead skin cells and helping to clear pores of debris. Estheticians may incorporate chemical peels into a facial for those with mild to moderate acne. Those with more serious acne should have their dermatologist perform the chemical peel.

Microdermabrasion – This treatment may be performed at a skin spa or your dermatologist’s office. A machine is used to rapidly discharge super-fine crystals over the skin’s surface, blasting away dead skin cells. It is not painful. A microdermabrasion treatment deeply exfoliates the skin, loosening debris from within the pore. It is best for those who have non-inflamed acne, with many blackheads and/or whiteheads.

Phototherapy – Phototherapy is the term used to describe any treatment utilizing laser or light. They work by killing P. acnes, reducing inflammation, or shrinking the sebaceous glands, depending on what therapy is used. Phototherapy can be used to treat all stages of acne, from mild to very severe. A dermatologist can help you decide which treatment, if any, would be most effective for you.

From the middle of July, Sony Corporation refreshed their senior laptop brand VAIO from “Video Audio Integrated Operation” to “Visual Audio Intelligent Organizer”. According to Sony Taiwan Limited, this refreshment is an attempt to relocate the laptop consuming market for business and entertainment factors.

In the “VAIO Experience 2008” press conference in Europe, Sony promoted their new product series for different populations including BZ for business, FW for home entertainment, Z for ultra-slim, and SR for complex applications.

Different with past series, Sony added “Clear Bright” screening technology for high-definition display, and “full-carbon production” features. Kensington Palace announced on Monday that Kate, Duchess of Cambridge, is pregnant with a second child after the onset of acute morning sickness led to her cancelling an engagement at Oxford University, where the couple were due to open a new centre for the study of China.

Prime Minister David Cameron expressed his congratulations: “Many congratulations to the Duke and Duchess of Cambridge. I’m delighted by the happy news that they’re expecting another baby.”

Leader of the Opposition Ed Miliband also congratulated the couple: “Fantastic to hear that Prince George will soon be a big brother. Congratulations to the Duke and Duchess of Cambridge on their happy news.”

A number of media outlets speculate the announcement of the Royal baby may influence the outcome of the Scottish independence referendum later this month, suggesting it may encourage people to vote to stay in the Union.

Sunday, May 7, 2006The Government of Sudan has expressed that the Darfur Peace Accord with main rebel group, Sudan Liberation Army, led by Minni Menawi, can overturn the previous rejection of UN Peacekeepers. So far, only African Union Peacekeepers were allowed in Darfur.

“The Sudan government will be open for any assistance,” Bakri Mulah, secretary-general for external affairs in Sudan’s Information Ministry, said in Khartoum, Sudan.

In New York, John R. Bolton, the US ambassador, on Saturday welcomed Khartoum’s new willingness to accept a UN peacekeeping force to take over from AU soldiers in the Darfur region. He cited the Sudanese government representatives’ comments to indicate they were now willing to accept the UN force. He said, ” We view this as a very encouraging sign, the first positive outcome from the Abuja peace agreement. “

In the meantime, top UN humanitarian official Jan Egeland has arrived in Sudan to review the situation in the Darfur region. He is expected to visit southern Darfur, where fighting has broken out recently. It is the first visit by a UN official to the region since the peace deal was signed.

He said that access for aid workers in Darfur was at its worst level in two years. “At the moment Darfur is slowly being strangled, it’s dying in front of us, half of the population now has become war victims…so I believe, yes, we are turning the corner, but the whole world has to put pressure on the parties.” said Mr Egeland, the UN’s Emergency Relief Co-ordinator.

Earlier, UN Secretary General Kofi Annan requested Khartoum to issue visas to his team of assessors so they could plan for the deployment of an international peacekeeping force to replace the 7,000 African Union troops later in the year. The AU troops, now running out of funds, had largely been ineffective in stopping atrocities, leaving millions to struggle in camps with little food or water. While details for a UN peacekeeping force are finalised, the US diplomat said the US had asked Rwanda to send in some 1,200 troops to supplement the AU forces.

In a recent development, an unknown assailant shot a Spanish United Nations Aid worker in Chad. She is working in the eastern part of Chad to assist the refugees from Darfur region. 2,00,000 refugees have crossed the border to escape from the violence in Darfur. She is in critical condition.

A Florida man is being charged with 3rd degree felony for logging into a private Wi-Fi (Wireless Fidelity) Internet access point without permission. Benjamin Smith III, 41, is set for a pre-trial hearing this month in the first case of its kind in the United States.

This kind of activity occurs frequently, but often goes undetected by the owners of these wireless access points (WAPs). Unauthorized users range from casual Web browsers, to users sending e-mails, to users involved in pornography or even illegal endeavours.

According to Richard Dinon, owner of the WAP Smith allegedly broke into, Smith was using a laptop in an automobile while parked outside Dinon’s residence.
