English actress Rachel Weisz thinks that Botox injections should be banned for all actors.

The 39-year-old actress, best known for her roles in the Mummy movie franchise and for her Academy Award-winning portrayal in The Constant Gardener, feels facial Botox injections leave actors less able to convey emotion and that it harms the acting industry as much as steroids harm athletes.

In an interview with UK’s Harper’s Bazaar, coming out next month, Weisz says, “It should be banned for actors, as steroids are for sportsmen,” she claims. “Acting is all about expression; why would you want to iron out a frown?”

Currently living in New York, she also mentions that English women are much less worried about their physical appearance than in the United States. “I love the way girls in London dress,” she claimed. “It’s so different to the American ‘blow-dry and immaculate grooming’ thing.”

Current United States Speaker of the House and 2012 Republican vice presidential candidate Paul Ryan announced Wednesday he will not seek reelection and plans to retire from the U.S. House of Representatives when his term expires in January.

“We all know that I did not seek this job, I took it reluctantly, but I have given this job everything I have and I have no regret whatsoever in accepting this responsibility,” Ryan told the press. Ryan took over the Speaker position after John Boehner retired in 2015. Ryan cited wanting to spend more time with his three children. Some reports suggested he was also disillusioned with the Trump presidency. Ryan contradicted this in public: “I’m grateful to the president for giving us this opportunity to do big things to get this country on the right track,” he said. According to Axios, Ryan considered last December’s restructuring of the U.S. tax code to be the most important accomplishment during his time as Speaker.

President Trump said via Twitter, “Speaker Paul Ryan is a truly good man, and while he will not be seeking re-election, he will leave a legacy of achievement that nobody can question. We are with you Paul!”

Senate Minority Leader Chuck Schumer praised Ryan as “a good man who is always true to his word” and said “[w]ith his newfound political freedom, I hope the Speaker uses his remaining time in Congress to break free from the hard-right factions of his caucus that have kept Congress from getting real things done.”

Not all reactions to Ryan’s departure were admiring. While various Democrats and others have opposed Ryan for his Republican views, many Republicans have criticized what they describe as a lack of support for President Trump’s projects, such as the US Mexico border wall Trump has proposed to build on the U.S. border with Mexico. Far-right media outlet Breitbart News described Ryan on Tuesday as “the leader of the globalist wing of the Republican Party,” citing his “pro-immigration, wage-crushing, big business-first record, whereby American workers have been left behind by multinational free trade and mass immigration.” Fox News commentator Sebastian Gorka tweeted “GOOD RIDDANCE.” Amongst late-night comedians, Stephen Colbert of The Late Show called him “CrossFit Dracula” in a reference to his well-documented fondness for fitness programs: “He said today he wants to spend more time with his wife and kids. Which, of course, is what he calls his biceps.” Jimmy Fallon of The Tonight Show added “House Speaker Paul Ryan announced that he is retiring from Congress. He said he wants to spend more time with his children at home, and less time with the child in the White House.”

Paul Ryan currently represents a district in southeastern Wisconsin. As of January, he will have served twenty years in the United States Congress.

According to Business Insider, waiting until January of next year would push Ryan into a slightly higher pension bracket within the Federal Employees Retirement System because his time as Speaker will give him three years at a sustained salary of US$223,500. If he retires as planned, he would be eligible to draw noticeably more annually than if he retired sooner.

House Majority Whip Steve Scalise, asked by Fox News whether he would run for Ryan’s position as Speaker, responded with a reference to the upcoming 2018 midterm elections, “We’re getting way ahead of ourselves. […] We’ve got to make sure we keep the majority.”

In November, one third of the U.S. Senate and the entire House of Representatives are up for re-election. The Republicans currently have a majority in both houses of congress, but would lose control of the House if the Democrats gained 23 out of its 435 seats. Close to 30 Republicans have announced they would be retiring this year. BBC analyst Anthony Zurcher speculates Ryan may be retiring now to preserve his reputation for a presidential run sometime in the future.

In the U.S. government, the Speaker of the House automatically assumes the presidency if the president and vice president are both killed or incapacitated. The Speaker is elected by the members of the House of Representatives, and so is usually a member of whichever of the two main political parities happens to have the majority that session.

Greenpeace activists scattered schools of menhaden bait fish in the Chesapeake Bay on Tuesday when fishing ships belonging to Omega Protein Corp. were about to drop their sceine nets.

The Omega fleet consisted of two spotter planes and four fishing boats with eight tenders. Greenpeace arrived with four fast moving out-board motor boats, manned by thirteen activists, who attempted to drive away the fish. The Coast Guard was called in and ended the confrontation peacefully.

The Houston-based Omega Protein Corporation is the largest processor and distributor of protein-rich menhaden and fish oil products in the United States. The company accounts for nearly 90% of the entire East Coast menhaden catch.

An Omega spokesman Toby Gascon said of Greenpeace, “They have now demonstrated that their real agenda is to put Omega out of business, even if it means risking the safety of Omega’s fishermen.” Their fleet is out of Reedville, Virginia, now a top U.S. fishing port due to the recent Omega processing plant opened there.

Chesapeake Bay menhaden are considered an important food source for fish species popular with sports fisherman. They are also, next to oysters, a prime filter feeder in bay waters. The bay oyster population has suffered drastic declines from disease over the last two decades. Studies of menhaden populations are still inconclusive as scientists try to determine the overall number of bay menhaden.

Greenpeace says the species is near historic lows and predators that depend on the fish as a food source, such as striped bass, show signs of suffering from malnutrition and poor body condition.

The Chesapeake Bay Foundation, a not-for-profit organization, had praise for Maryland Governor Robert Ehrlich, and the state’s Department of Natural Resources. They secured a commitment from the Atlantic States Marine Fisheries Commission (ASMFC) to seek a cap on commercial harvesting of Atlantic Menhaden.

A coalition of recreational anglers and environmentalists, called Menhaden Matter, also joined the debate by saying coast-wide population of Atlantic Menhaden has fallen to near record lows. They are also against an encroachment by Omega into Chesapeake waters.

The issue is a cap proposed by ASMFC on the menhaden harvest. The Board recommended a Draft Addendum to limit the menhaden harvest to 110,400 metric tons, which is the average over five years of consecutive declines in harvests for the species. The limit would apply to Atlantic and in-land waters of the species. The proposed cap is for years 2006 and 2007 and open to public debate.

ASMFC recently rejected an offer by Omega that would voluntarily cap their harvest at 135,000 metric tons annually for the next four years. They noted Omega also seeks to reopen some waters in Maryland and New Jersey which are currently closed to industrial purse seine operations. A public hearing is scheduled in Alexandria, Virginia in the next few days.

Omega says that ASMFC’s own reports indicate the population levels of Atlantic menhaden are healthy.

A Chesapeake Bay Foundation senior scientist, William J. Goldsborough, said, “I believe that a cap on the purse seine catch of menhaden at current levels, covering the total catch as well as removals from Chesapeake Bay, would be a prudent measure to adopt.”

A major purchase transaction is being prepared in the diamonds’ industry: Samuels Jewelers started a discussion with a sightholder from Diamond Trading Company (DTC). The latter is to acquire the majority part of retailer’s shares.

There is still not much information about this particular sightholder, except for the fact that it is based in India. The present majority shareholder of Samuels Jewelers is DDJ Capital Management. The representatives of the company do not give any information concerning the potential buyer.

Randy McCullough, the President and CEO of Samuels Jewelers, stated that it would be a great opportunity for the retailer to start a partnership with a DTC sightholder, thus Samuels would be able to re-capitalize its balance sheet, to acquire newer inventory and guarantee itself stable growth in the future.

As for Samuels Jewelers, which is officially called “Samuels, Schubach and Samuels Diamonds”, possesses a network of 97 jewelry stores in 18 US states since October 1 this year. The incomes of the retailer at the end of the previous year are estimated to be around $100,000,000.

The current shareholder of Samuels Jewelers, DDJ Capital Management, is a company, which specializes itself in private equity and debt financings. This managing firm began its activity in 1996 and since then has grown to operate capitals of 79 institutional clients (estimated in approximately 3 billion dollars).

Zimbabwe’s 4.5 million students will not receive what was once the golden standard of education in Africa—or any education at all this school year.

Political violence during the country’s recent presidential elections hit schools hard with strikes, murder and violence against teachers, and looting. Some schools were turned into places of torture after teachers were driven out.

The country’s educators were targeted by Zimbabwe’s ZANU-PF party, for alleged support of the opposition.

Now the country faces a second crisis due to economic troubles and an inflation rate of two trillion percent. The few teachers still around have seen their salaries made worthless and are unable to acquire teaching supplies. “We don’t even have chalk, or red pens, never mind books,” says Amos Musoni, one of the few teachers still working. Schools like the one where Musoni works have given up educating and simply entertain the children before sending them off for lack of equipment.

Not even Zimbabwe’s four top universities have been spared. The universities have been unable to open without funds, water, or electricity, like many public schools. College students, unable to register, are left waiting for more information.

Pass rates in the nation went from 72 to eleven percent, with many schools not seeing even one pass. Schools in the countries have not been able to prepare students for tests without timetables or even the results from last year.

A state of emergency was declared Sunday for the U.S. state of Washington by governor Christine Gregoire, as additional reports of storm-related casualties surfaced. The state National Guard has been deployed to aid in distributing supplies.

Thousands were still without power in the coastal and Puget Sound regions, though most urban areas were back with power as late as Sunday afternoon, and outages were mostly contained to rural and unincorporated areas. Puget Sound Energy reported that roughly 500,000 energy customers out of the 700,000 who lost power were back in service by Sunday evening. Seattle City Light, the city’s independent municipal utility, reported only 18,000 customers still without power as of Monday morning, down from a peak of 175,000.

Four additional deaths related to the post-storm power outage had been reported as of Monday, bringing the total number of casualties to eight. A man in Gig Harbor was electrocuted by a downed power line while walking his dog. Another man in Spanaway died when an unattended candle caused a house fire.

Two died from carbon monoxide poisoning in separate incidents related to use of combustion devices indoors. Roughly a hundred additional cases of non-fatal carbon monoxide poisoning were reported from people using generators or grills indoors. News radio stations and authorities warned the public to stay away from downed power lines and not to use grills indoors. Dr. Neil Hampson at Virginia Mason’s hyperbaric unit, where a number of victims were being treated, warned it could be “the worse case of carbon monoxide poisioning in the country”.

On Monday, four new carbon-monoxide deaths were reported in a family of five in Burien due to an indoor generator. In Canada, which had some damage from the week’s storms, two southern British Columbia carbon monoxide deaths were also reported. Despite continued warnings, hospitals are still seeing cases of carbon monoxide poisoning, including a family in w:Shoreline, Washington which was taken to the hospital after they reported symptoms due to their indoor grill. Neighbors of the Burien family suggested that noise concerns are leading people to place noisy generators indoors.

The massive power outage left many stores and gas stations unable to operate. Some businesses opened with the help of backup generators, conserving power by foregoing heat and refrigeration, exterior lighting, and half the interior lighting. Most stores had run out of “D” size batteries, the most common size for flashlights, as well as firelogs and other essentials. Gasoline shortages were reported throughout the area, with one man selling excess fuel for as high as $15 per gallon, over 5 times the average retail price.

The Red Cross set up shelters throughout King and other affected counties for those without power or food. Hotels reported no vacancies as whole families took shelter in powered hotels, especially in Seattle. Restaurants also reported brisk business as people sought out a hot cooked meal. Tons of perishable food were expected to have become unsafe after the prolonged outage disabled refrigerators and freezers both in homes and stores.

Many of those without power visited nearby friends and family living where power had been continued or restored, while others traveled out of the area to places that had not been affected. The widespread outage made long-distance traveling treacherous on some major routes, with roadway lighting, cellular towers, and services disabled by the outage.

Most major roadways which were closed during the storm were reopened on Friday. The 520 Floating Bridge over Lake Washington, a major conduit to the technology-rich Eastside, sustained minor damage. Amtrak, which had halted its Cascades service, resumed Saturday evening. Sea-Tac Airport resumed operations with a reduced flight load, after a transient power outage on Friday disabled the airport radar and caused all planes to be grounded until it was repaired.

According to police in New York City, New York, Australian actor Heath Ledger, 28, has died from a suspected overdose of prescription drugs. He was found by his housekeeper in his Manhattan apartment.

At about 3:26 p.m. EST (UTC-5), the housekeeper was on her way to inform Ledger that his masseuse had arrived when she discovered his naked body on the bed.

“We are investigating the possibility of an overdose,” said a police spokesman. The CourierMail quotes NBC as saying that Ledger’s body was found “surrounded by pills.”

Ledger starred in the 2005 movie Brokeback Mountain where he was nominated for the Academy Award and the Golden Globe Award for Best Actor. He also starred in the 2000 movie The Patriot with Mel Gibson.

Ledger is survived by his two-year-old daughter Matilda Rose, by ex-girlfriend Michelle Williams.

Anime North is “by the fans, for the fans”, event chair Irwin Tan told Wikinews in an interview at the event, Saturday. Started by a group of university anime clubs in 1997, it has grown to become one of the largest conventions of its kind in North America, spanning three days, five venues, and tens of thousands of fans.

Along with the dealer’s hall, industry tables, and artist booths typical of conventions, Anime North’s convention floor included a formal gallery space, a charity auction in support of Toronto’s Sick Kids Hospital, an aerial performer, gaming tables, archery tag, dance events, and outdoor concerts. At one of the hotels surrounding the main venue, an entire 5000 volume manga library was available, for attendees looking to take a quiet pause. Full programming tracks about ball-jointed dolls — Doll North — and homoerotic-themed anime and manga — Yaoi/Yuri North — were also given entire hotels to themselves, allowing them to offer extensive programming.

As with many fan conventions, many fans attended in cosplay of their favourite characters. Some outfits included massive props, like wings, weapons, or even an additional character riding on their back. A variety of anime and manga worlds were represented, as well as video games like Undertale, Western comic books, Disney characters, even “Smug Wendy”, and the Ferocious Beast from Maggie and the Ferocious Beast. The event offered panels to help costume creators and wearers develop in their hobby, such as “Thermoplastics for Cosplay”, looking at the pliable polymers used to create things like character armour, and “Social Media for Cosplayers”.

The cosplay subculture of animegao kigurumi, for which masks of mainly human characters are worn, was well-represented. Ride the Pig Studios, a Nevada-based studio, was set up in the industry section with a photo booth for attendees to get a photo with practitioners of the craft, and two sessions, including one hosted by Kazunori Uhyo Sugiura, a university professor attending from Japan.

Anime North was deemed the fourth largest convention in North American with a primary theme of anime, in 2016, by AnimeCons.com.

The governor of the Bank of England, Mark Carney, has warned that the state of the housing market in the United Kingdom is the current biggest domestic threat to the country’s economy, due to lack of house building, and regulatory issues.

In an interview to be aired on Sky News today, he said the housing market is the “biggest risk” to the economy and has “deep, deep structural problems”. Of house building he said: “There are not sufficient houses built in the UK. To go back to Canada, there are half as many people in Canada as in the UK, twice as many houses are built every year in Canada as in the UK and we can’t influence that.”

“We’re not going to build a single house at the Bank of England. We can’t influence that. What we can influence […] is whether the banks are strong enough. Do they have enough capital against risk in the housing market?”

Carney also said the Bank of England would look into the procedures used to issue loans and mortgages to see if they were being granted appropriately: “We’d be concerned if there was a rapid increase in high loan-to-value mortgages across the banks. We’ve seen that creeping up and it’s something we’re watching closely.”

Kris Hopkins responded to Carney on behalf of the government, saying the government “inherited a broken housing market, but our efforts to fix it are working”. “We’ve scrapped the failed top-down planning system, built over 170,000 affordable homes and released more surplus brownfield sites for new housing. We’ve also helped homebuyers get on the housing ladder, because if people can buy homes builders will build them. Housebuilding is now at its highest level since 2007 and climbing. Last year councils gave permission for almost 200,000 new homes under the locally-led planning system and more than 1,000 communities have swiftly taken up neighbourhood planning. It’s clear evidence the government’s long-term economic plan is working.”

Earlier this month, the Organisation for Economic Co-operation and Development called on the UK government to “tighten” access to the ‘Help to Buy’ scheme introduced by George Osborne and the coalition government in 2013. ‘Help to Buy’ has also recently been criticised by three former Chancellors of the Exchequer — the Conservatives Norman Lamont and Nigel Lawson, and former Labour Chancellor Alistair Darling. Darling said: “Unless supply can be increased substantially, we will exacerbate that situation with schemes like Help to Buy.”
