The U.S. Senate passed a revised bailout bill designed to help the struggling U.S. financial economy, which has measures nearly identical to the bill rejected by the U.S. House of Representatives on Monday.

“Senate Democrats and Republicans believe it is essential that we work quickly on this important legislation to restore confidence to our financial system and strengthen the economy,” said Senate Majority Leader Harry Reid.

The new revisions include raising the FDIC insurance cap to $250,000, a move designed to please progressives. However, the $110 billion in tax breaks, earmarks and what has been called pork barrel spending is not offset by any increases in revenues and has added opposition to the bill from some Representatives in the House.

Earmarks added into the bailout bill included $192 million in tax rebates for the Virgin Islands rum industry, $148 million in tax cuts for the wool industry, $100 million tax cuts to the auto racing industry, and $48 million in Hollywood tax incentives.

Vice President of Taxpayers for Common Sense, Steve Ellis, offered his explanation for the pork and earmarks added in. “People who support some of these provisions will forget about the $700 billion and concerns they may have on that, and say, ‘If you give me a few million in tax breaks for my constituents, I’ll go along'”.

The tactic seems to have worked, however, managing to flip enough votes to pass the bill.

“The inclusion of parity, tax extenders and the FDIC increases has caused me to reconsider my position,” said Representative Jim Ramstad (R Minnesota), who voted against the previous bill on Monday. “All three additions have greatly improved the bill.”

But Representative Marcy Kaptur (D Ohio) was not changing her no vote. “I will not support this legislation because it’s the wrong medicine,” she said.

The Senate took H.R.1424, a bill originating in the House concerning “equity in the provision of mental health and substance-related disorder benefits under group health plans, to prohibit discrimination on the basis of genetic information with respect to health insurance and employment,” and extended it with the bailout provisions.

H.R.1424 was introduced on March 9, 2007, by Rep. Patrick Kennedy (RI-1) and had the support of First Lady Rosalind Carter. It is noted on the Congressional Website that “On 10/1/2008, the Senate passed H.R.1424 as the vehicle for the economic rescue legislation. In the EAS version of the bill (Engrossed Amendment as Agreed to by the Senate), Division A (pp.1-110) is referred to as the Emergency Economic Stabilization Act of 2008; Division B (pp. 110-255) is referred to as the Energy Improvement and Extension Act of 2008; and Division C (pp. 255-441) is referred to as the Tax Extenders and Alternative Minimum Tax Relief Act of 2008.” It was not treated as an appropriations bill in the House.

There were two votes in the Senate. The first was to amend H.R.1424, which required 3/5 to be accepted, which it was. The second was a vote on the bill. Passage of the Bill required only a 1/2 majority. It was passed with 74 yeas and 25 nays. Senator Kennedy did not vote.

A court in England, UK has jailed a policeman for ten months after he was convicted of defrauding his car insurance company.

Police Constable Simon Hood, 43, arranged for a friend who dealt in scrap metal to dispose of his Audi TT, then claimed it had been stolen.

Hood had been disappointed with the car’s value when he tried to sell it two years after its purchase in 2008. He arranged for friend Peter Marsh, 41, to drive the vehicle to his scrapyard in Great Yarmouth, Norfolk. Marsh then dismantled the vehicle with the intent of disposing of it, but parts were later found wrapped in bubblewrap at Ace Tyre and Exhaust Centre.

Marsh picked up the TT from outside nearby Gorleston police station. Records show mobile phone conversations between the conspirators that day in March, both before and after the vehicle was reported stolen. The pair denied wrongdoing but were convicted of conspiring to commit insurance fraud after trial.

The fraud was uncovered after Hood told former girlfriend Suzanne Coates of the scheme. It was alleged before Norwich Crown Court that he had confessed to her in an effort to resume their relationship. Coates said that after the pseudotheft, Hood told her “he didn’t want to look for it. He said it would be like looking for a needle in a haystack, which I thought was a bit strange.”

Shortly afterwards Hood suggested they should become a couple once more, she said; she challenged his version of events regarding the car: “He said he did it but I couldn’t tell anyone. He said he did it with Peter. Peter had a key and took the car away and it was going to be taken to bits and got rid of so it was never found.”

Hood was defended by Michael Clare and Marsh by Richard Potts. Both lawyers told the court that their clients had already suffered as a result of the action in mitigation before sentencing. Clare said Hood had resigned from the police after fifteen years of otherwise good service and risked losing his pension. “It is not a case where his position as a police officer was used in order to facilitate the fraud,” he pointed out. “His career is in ruins.” Hood is now pursuing a career in plumbing.

Potts defended Marsh by saying that he, too, had already suffered from his actions. His own insurers are refusing to renew their contract with him when it expires and his bank withdrew its overdraft facility. His business employs 21 people and Potts cited Marsh’s sponsorship of Great Yarmouth In Bloom as amongst evidence he supported his local community.

Judge Alasdair Darroch told Marsh that he did accept the man was attempting to help his friend. He sentenced Marsh to six months imprisonment, suspended for two years and ordered to carry out 250 hours of community service. He was more critical of Hood:

“As a police officer you know the highest possible standards are demanded by the public. You have let down the force. You knew throughout your career that policemen that get involved in serious dishonesty get sent to prison.”

The Russian spacecraft Phobos-Grunt fell into the Pacific Ocean some 1,250 kilometers west of Wellington, Chile yesterday after circling in Earth orbit for two months. The spacecraft was designed to retrieve soil samples from the largest moon of Mars, Phobos, but its engines failed and it had remained in Earth orbit ever since.

According to the Russian Federal Space Agency (Roscosmos), the spacecraft was in a near-Earth orbit with perigee 113.8 km and apogee 133.2 km at 8.15 p.m. UTC yesterday. It fell into the Pacific ocean around 9.45 p.m.

Predictions had varied on whether any segments would reach the Earth’s surface, and it is still unknown whether any did so. People from New Zealand and London reported sighting the spacecraft glowing bright orange as it passed eastwards.

Russian authorities plan to determine the reasons behind the accident. The failure of the mission is being considered as a major setback in Russia’s interplanetary programme. Vadim Lukashevich, a space expert, commented, “Five and half billion rubles and all the hopes of Russian space science for a revival… today burn up without any glory in the earth’s atmosphere.”

The Royal Canadian Mounted Police (RCMP), the United States Border Patrol and local officials from both sides are looking into tightening security at a Quebec library. The library has been deliberately on the border of Canada and the U.S. since it was built in 1904 by American sawmill owner Carlos Haskell and Canadian wife Martha Stewart Haskell for availability to both countries.

At Haskell Free Library and Opera House, in Rock Island, Quebec, a black line diagonally runs across the center of the library to mark the international border. Ironically the line puts the seats in the U.S. and the opera stage in Canada.

Both towns share the same water supply, sewer systems and emergency crews thus they cross the border without going against the law. In total, there are three streets that cross the border and there are cameras on both sides to monitor illegal activity, but that doesn’t tighten border security enough officials say.

“There’s been an increase in illegal activity, both north and south, in the last little while,” said operations officer for the Border Patrol’s Swanton sector, Mark Henry.”There have been some significant cases. This all fits in to the larger picture of the Border Patrol strategy to gain operational control of our borders.”

“I don’t think they’re aiming at people who go pick up groceries and come back. It’s people that want to use this in a bad way,” says Cpl. Luc Bessette, a spokesman for the RCMP.

To enter the U.S. at Haskell Free Library and Opera House, in Rock Island, Quebec, all one needs is directions to go to Stanstead, Quebec, directions to the local library and walk through the doors; they have illegally entered Derby Line, Vermont, U.S. If one walks across from Stanstead St. to Derby Line they will be at the checkout in the U.S., go to the library from Derby Line to Stanstead St. and they have officially entered back into Canada. The international border also is on Canusa St., a residential street in Stanstead, Quebec and Beebe Plain, Vermont.

If someone wants to see their neighbour across the street, they would be re-entering the U.S. Anyone who comes from Stanstead St. to Derby Line, to visit their neighbour, must report to Customs or they could be sent to jail for illegally entering. However, residents do not need to notify Customs if they cross the border inside buildings.

Currently, the front door is in Vermont and if Quebecers couldn’t enter the front they would have to go through the back way. If Americans wanted to park in the parking lot they couldn’t because it is legally in Canada.

A meeting will take place this 19 June at 7 p.m. local time asking whether residents want to prevent people from crossing the border regularly or, in some cases, illegal crossings. During a meeting last Thursday in Stanstead, Quebec, local officials from both countries (towns) said border walls and fences will not be put up due to local residents’ concerns. They say there are other alternatives.

There is also a movement to separate Vermont from the U.S. or to make it the 11^th province of Canada, with three territories. The website “Vermont Canada” says the state should join Canada due to its remaining liberal policies as opposed to the U.S.

Indian external affairs minister Pranab Mukherjee has been taken to a Delhi Army Hospital after being injured in a car mishap in West Bengal. His condition is said to be stable. He has received injuries on the head and other body parts.

In statement, he said he would be back at work soon: “I am well but doctors have advised me 48 hours rest. I hope to be back to work after that period,” the Press Trust of India reported.

Mukherjee is one of the senior most politicians in the ruling Congress Party and is close to party supremo Sonia Gandhi. In a cabinet reshuffle in October last year, Mukherjee had been given the high profile post of India’s foreign minister which was lying vacant after the resignation of Natwar Singh. Until then he had been the minister for defence.

In view of this accident Mukherjee’s two day visit to Saudi Arabia where he was expected to call upon the Saudi king has been cancelled.

Prime Minister Manmohan Singh received Mukherjee at the airport when he was brought back from West Bengal.
