Bolivian troops told to seize natural gas fields

Bolivian President Evo Morales has ordered that all foreign-owned natural gas fields be turned over to the national government of Bolivia.

President Morales signed a decree that orders troops to seize the fields “immediately” to ensure gas production. The decree also says that companies have 180 days to sign over their fields or leave the country.

The fields are owned by such companies as the United States‘ Exxon-Mobil Corporation, Brazil‘s Petroleo Brasileiro SA, Spanish-Argentine Repsol YPF SA, and Great Britain‘s BG Group PLC and BP PLC.

“The looting by the foreign companies has ended. We are not a government of mere promises, we follow through on what we propose and what the people demand. We want to ask (the Armed Forces) that starting now, they occupy all the energy fields in Bolivia along with battalions of engineers,” said Mr Morales after signing the decree.

“The time has come, the awaited day, a historic day in which Bolivia retakes absolute control of our natural resources,” added President Morales.

One of Morales’ vows in his presidential campaign was to “recover” the country’s natural resources by renationalizing them. President Morales explained, on a visit to Brazil in January, that renationalising the industry would not mean expelling foreign companies or expropriating foreign property. “Foreign companies have every right to recover investments and make profits, but profits should be balanced”.

Bolivia has the second largest supply of natural gas in South America after Venezuela.

American prize-winning author Studs Terkel dead at 96

Studs Terkel, an American historian, radio talk show host and Pulitzer Prize-winning author, has died at the age of 96. His son, Dan Terkel, said he died peacefully in his Chicago, Illinois home.

“My dad led a long, full, eventful, sometimes tempestuous, but very satisfying life. [His death was] peaceful, no agony. This is what he wanted,” said his son in a statement to the press.

Terkel was born in New York City in 1912. He moved to Chicago when he was eight years old. He was mostly known for his oral histories, but he was also host of his own radio show, an author of several books, and an activist.

In 1985, Terkel was awarded the Pulitzer Prize after his writing about World War II in his book called The Good War. In 1970, he published a book about the Great Depression, entitled Hard Times: An Oral History of the Great Depression, which told the stories of people from all walks of life who were affected by the stock market crash in 1929.

In 2007 Terkel published his memoirs, titled Touch and Go, in which he described himself as a “martini and cigar man” who never retired.

“It was those loners — argumentative ones, deceptively quiet ones, the talkers and the walkers — who, always engaged in something outside themselves, unintentionally became my mentors,” said Terkel in his memoirs.

This article mentions the Wikimedia Foundation, one of its projects, or people related to it. Wikinews is a project of the Wikimedia Foundation.

Golfer Fuzzy Zoeller wants to sue the anonymous person who vandalised his article in the Wikipedia encyclopedia, a website resource almost anyone can edit.

An IP address from Josef Silny & Associates, a Miami education consulting firm, wrote a biased paragraph about him creating uproar from the golfer. The entry was posted twice: once sometime last year, and again in December 2006. The paragraph was removed last month, and deleted from the article history by Danny Wool, a staff member of the Wikimedia Foundation.

Zoeller is suing Josef Silny & Associates to find out who added this text.

“The Zoeller family wants to take a stand to put a stop to this. Otherwise, we’re all just victims of the Internet vandals out there. They ought not to be able to act with impunity,” said Zoeller’s attorney, Scott Sheftall.

The offensive edits, about which the suit is based, allegedly suggested that Zoeller admitted to consuming mass quantities of drugs and alcohol and beat his wife.

Through the court, Wikipedia can not be sued for a vandalous edit. The person or company, in this case, will be sued. In fact, the Wikimedia Foundation has not been contacted by Zoeller or his representatives about the lawsuit.

200,000 litres of oil leaked into waters off the coast of Brisbane from the Pacific Adventurer when their fuel tanks were damaged in rough seas on Wednesday. The figure is about ten times higher than the original estimate of twenty thousand litres of oil. The devastating diesel oil spill has spread along 60 kilometres (37 miles) of the Queensland coast. In addition, 31 containers with 620 tonnes of ammonium nitrate fertiliser flew overboard during the violent storm.

Questions are being asked why the Hong Kong cargo ship was out in seas with nine meter waves caused by Cyclone Hamish, a Category 5 tropical cyclone, as well as why the fertiliser containers were not properly secured. One of the overboard containers ruptured the hull of the Pacific Adventurer, causing between 30 to 100 tonnes of oil to spew from the severely damaged ship.

If the ammonium nitrate mixes with the heavy oil, an explosion could occur. None of the containers have been recovered. Some of these may float, but it is believed that they may have sunk which then may cause algal blooms.

Disaster zones have been declared at Bribie and Moreton Islands, and along the Sunshine coast.

The vessel’s owner, Swire Shipping, reported that a second leak began on Friday, when the ship began listing after docking at Hamilton for repairs. “As full soundings of the vessel’s tanks were being taken at the port to determine how much oil had leaked from the vessel, a small quantity of fuel oil escaped from the Pacific Adventurer,” it stated. The ship was brought upright, and a recovery vessel was used to suck up the oil from the water. The leak produced a 500m-long oil slick down the Brisbane River. Booms were placed around this oil spill so that a skimmer could clean up the second spill.

Swire Shipping could face clean up costs of AU$100,000 a day as well as fines up to AU$1.5million (US$977,000; £703,000) if found guilty of environmental breaches or negligence.

Sunshine Coast beaches are slowly starting to be reopened. The beach of Mooloolaba was still closed following reports of burning sensations from swimmers. 12 beaches remain closed; however, 13 have been reopened.

Over 300 state government and council workers are using buckets, rakes and spades in the clean up effort. Sunshine Coast Mayor Bob Abbott says the majority will be gone by Sunday afternoon. The full environmental impact on wildlife is not yet known. One turtle and seven pelicans have been found covered in oil.

There are concerns that the drinking water of Moreton Island is at risk, as the island uses water from the underground water table near the oil spill site.

“Every bucketload of contaminated sand has to be removed from the island by barge, and each bucketload from a front-end loader weighs about one tonne. It’s just an impossible task,” said Mr Trevor Hassard of the Tangalooma Dolphin Education Centre.

The commercial fishing industry has suffered from the incident. Trawlers won’t resume operations until Sunday evening, and any catches will be tested for human consumption.

NASA’s Cassini–Huygens spacecraft has discovered evidence for a large-scale saltwater reservoir beneath the icy crust of Saturn’s moon Enceladus. The data came from the spacecraft’s direct analysis of salt-rich ice grains close to the jets ejected from the moon. The study has been published in this week’s edition of the journal Nature.

Data from Cassini’s cosmic dust analyzer show the grains expelled from fissures, known as tiger stripes, are relatively small and usually low in salt far away from the moon. Closer to the moon’s surface, Cassini found that relatively large grains rich with sodium and potassium dominate the plumes. The salt-rich particles have an “ocean-like” composition and indicate that most, if not all, of the expelled ice and water vapor comes from the evaporation of liquid salt-water. When water freezes, the salt is squeezed out, leaving pure water ice behind.

Cassini’s ultraviolet imaging spectrograph also recently obtained complementary results that support the presence of a subsurface ocean. A team of Cassini researchers led by Candice Hansen of the Planetary Science Institute in Tucson, Arizona, measured gas shooting out of distinct jets originating in the moon’s south polar region at five to eight times the speed of sound, several times faster than previously measured. These observations of distinct jets, from a 2010 flyby, are consistent with results showing a difference in composition of ice grains close to the moon’s surface and those that made it out to the E ring, the outermost ring that gets its material primarily from Enceladean jets. If the plumes emanated from ice, they should have very little salt in them.

“There currently is no plausible way to produce a steady outflow of salt-rich grains from solid ice across all the tiger stripes other than salt water under Enceladus’s icy surface,” said Frank Postberg, a Cassini team scientist at the University of Heidelberg in Germany.

The data suggests a layer of water between the moon’s rocky core and its icy mantle, possibly as deep as about 50 miles (80 kilometers) beneath the surface. As this water washes against the rocks, it dissolves salt compounds and rises through fractures in the overlying ice to form reserves nearer the surface. If the outermost layer cracks open, the decrease in pressure from these reserves to space causes a plume to shoot out. Roughly 400 pounds (200 kilograms) of water vapor is lost every second in the plumes, with smaller amounts being lost as ice grains. The team calculates the water reserves must have large evaporating surfaces, or they would freeze easily and stop the plumes.

“We imagine that between the ice and the ice core there is an ocean of depth and this is somehow connected to the surface reservoir,” added Postberg.

The Cassini mission discovered Enceladus’ water-vapor and ice jets in 2005. In 2009, scientists working with the cosmic dust analyzer examined some sodium salts found in ice grains of Saturn’s E ring but the link to subsurface salt water was not definitive. The new paper analyzes three Enceladus flybys in 2008 and 2009 with the same instrument, focusing on the composition of freshly ejected plume grains. In 2008, Cassini discovered a high “density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected” in geysers erupting from the moon. The icy particles hit the detector target at speeds between 15,000 and 39,000 MPH (23,000 and 63,000 KPH), vaporizing instantly. Electrical fields inside the cosmic dust analyzer separated the various constituents of the impact cloud.

“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life,” said Dennis Matson in 2008, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.

“This finding is a crucial new piece of evidence showing that environmental conditions favorable to the emergence of life can be sustained on icy bodies orbiting gas giant planets,” said Nicolas Altobelli, the European Space Agency’s project scientist for Cassini.

“If there is water in such an unexpected place, it leaves possibility for the rest of the universe,” said Postberg.

What are the advantages of subscribing to Forex trading signals instead of learning to find them myself?

If you can trade profitably by using Forex trading signals that you find then there is not much reason to buy them. Also if you do not have time or the inclination to do the research needed for good Forex trading signals then why not take advantage of someone who is willing to put in the time.

If the purchased Forex trading signals make you considerably more then you have to pay for them then it sounds like a win-win situation. Of course you do not always know when you see someone touting their great Forex trading signals if they are just hype or the real deal. So here are two suggestions. First always make sure you test them for a month or so with a free demo account (Please remember that demo accounts simulate live trading but your results using a demo may not be the same as a live account). Keep in mind that many providers are trying to support their own trading. Other providers just seem to want to make a name on the web. So a good test first on a demo account will be money well saved.

The second thing that should help to weed out the less than profitable Forex trading signals is to ask for a free trial. I can understand when the provider will not want to give too long of a free trial since they are doing the research and posting the signals. But a reputable Forex trading signals provider who stands behind their work would be agreeable to at least a couple of weeks. It takes two weeks to a month to understand what to look for and what to expect. On the other hand, the provider is also taking a chance. If his or her system works 10 of 12 months with nice profits but two months a year has flat or even slightly negative results. Any potential new customers who are taking the free trial for a test drive will drop them and move on. That is just the way it goes.

How To Find A Useful Forex Signal Trade

There are many ways and many schools of thought to find a proper forex signal trade. For example, one way is to use a simple 14 period exponential moving average – or ema – on a one minute chart. This is a very basic trade. When the candle closes above the ema – buy. When it closes below – sell.

I understand that for most people that is way too simple. So let’s add another component to our next trade. We will now add a 5 period ema and move out to a five or even a fifteen minute chart. So the rule for this forex signal trade is: Once the 5 period ema crosses above the 14 period ema, we buy. When it crosses below, we sell.

Now let’s add one more component to this trade that will give us a higher probability in our trade direction. We now add a 62 period simple moving average – or sma. When the 62 period sma is going up, then we only take long or buy side trades and pass on the sell trades. When the 62 period sma is pointing down then we only take sell trades. The idea is we want to trade with the trend. Often times this type of trade will net us more pips with less stop outs. As with any forex signal trade, always have a stop in place and don’t get out of a positive trade until you see signs of a market reversal. Please be advised that the use of stop loss orders may not limit your losses to a specific level as market conditions may make it impossible for the order to get executed at a specific price. Have a good risk to reward ratio and make sure that your forex signal trade has been tested on a free demo account for a few weeks first.

The European Medicines Agency (EMA) ruled Thursday, after thirteen European Union (EU) nations suspended rollouts of the Oxford–AstraZeneca COVID-19 vaccine, the jab was “safe and effective” and there was “no indication” of correlation between taking the vaccine and blood clotting.

The review included safety data from over 17 million people vaccinated in the EU and the United Kingdom and focused on cases of uncommon blood disorders.

In a statement on the EMA’s website, the Pharmacovigilance Risk Assessment Committee confirmed “the benefits of the vaccine in combating the still widespread threat of COVID-19 (which itself results in clotting problems and may be fatal) continue to outweigh the risk of side effects”, and neither the vaccine, nor “specific batches”, nor “particular manufacturing sites” were associated with an increased risk of blood clots. It also stated there may be a relation between “very rare cases of blood clots associated with thrombocytopenia”.

Over 469 reports, including 191 from the European Economic Area, it was concluded “[o]verall the number of thromboembolic events reported after vaccination […] was lower than that expected in the general population.”

According to multiple sources, many countries in Europe and elsewhere halted inoculations after reports of blood clots and deaths from those who received the jab, while countries including Austria paused rollout of certain batches.

On Thursday, the World Health Organization said in a press briefing countries should still use the AstraZeneca vaccine. Regional director for Europe Hans Kluge said while “we do not know whether some or all of the conditions have been caused by the vaccine or by other coincidental factors […] the benefits of the AstraZeneca vaccine far outweigh its risks”. The international body was to release the results of its report on Friday.

While nations can choose whether or not to follow EMA advice, many countries said they would only resume inoculations with its approval. On Tuesday, when the preliminary statement was “encouraging”, France and Italy said they would “promptly restart” if positive results were found.

AstraZeneca said there is no elevated risk of blood clotting as a result of its vaccine, and of the 17 million inoculated in the EU and the UK, only 37 reports of blood clots were received; “much lower than would be expected to occur naturally” and “similar across other licensed COVID-19 vaccines”.

The recent suspensions have only further exacerbated the European Union’s vaccine drive, hindered by serious supply shortages. French immunologist Alain Fischer told France Inter France’s decision to temporarily halt rollout was “not lost time” and the action was justified by “a few very unusual and troubling cases”. Speaking to the BBC, University of Birmingham’s drug safety researcher Dr Anthony Cox called it a “cascade of bad decision-making that’s spread across Europe”.

A U.S. lobbyist group, the United Seniors Association, filed a lawsuit in U.S. District Court in Boston to recover Medicare expenses related to tobacco smoking. The suit says there is a link between nicotine addiction and smoking-related diseases.

The first of its kind lawsuit seeks to recover as much as $60 billion in estimated Medicare expenses outlaid for treatment of lung cancer and emphysema patients.

The Medicare Secondary Payer Statute (MSP) allows someone to sue on behalf of Medicare. The medical expenses that another party was legally obligated to cover, in this case the tobacco companies if they are found liable in court, would be split between parties to the suit and Medicare. The MSP statute was entered in part because the government does not have the resources to prosecute every case under Medicare law.

Charles Jarvis, the CEO of the group said, “Our motivation is one of taxpayer protection.” He added, “Considering how badly the taxpayers have been injured financially, we believe the responsible parties — the tobacco companies — should be reimbursing the taxpayer to the greatest amount possible under the law.”

Currently, U.S. employees are taxed by Medicare at 1.45% of their earnings. This payroll tax amount is matched by their employer when paid to the IRS.

The lawsuit names Philip Morris USA, Lorillard Tobacco, the Liggett Group, and R.J. Reynolds Tobacco and two of its subsidiaries as defendants. The United Seniors Association is asking for twice the amount paid by Medicare to treat smoking related illnesses since 1999.

The two ships involved in the collision were the oil tanker MT Bunga Kelana 3 and the bulk ship MV Wally, which collided around thirteen kilometers south of Singapore. The tanker received an estimated ten meter gash on its left side, while the bulk ship sustained only minor damage. After the incident, both ships moved away from the spill and are now anchored.

The oil slick has moved north, and is now now encompassing an estimated four square kilometers around six kilometers south of Singapore. Emergency teams from both Singapore and Malaysia have been mobilized, and around twenty vessels are taking part in the clean-up operations. Both containment booms and chemical dispersants are being used to clean up the oil.

The spill is not expected to have any major effects on shipping; Victor Shum, an official from a consulting firm in Singapore, said that “[i]f it is contained within an oil retaining booms, it may not disrupt shipping traffic. There is no comparison. That one has really no limit at this stage.” Shum also expressed environmental concerns, saying that “certainly the concerns are there. Even if it is contained, it will take some time to clean up.”

No crew members from either of the ships involved were reported to be injured.
