Gambian President Yahya Jammeh concedes electoral defeat

Saturday, December 3, 2016

Gambian President Yahya Jammeh yesterday conceded defeat to now-President Elect Adama Barrow.

Jammeh, 51, took power 22 years ago in a bloodless coup. He had claimed a billion-year mandate. Barrow, 51, is a property developer without political experience. According to the electoral commission yesterday, he won 263,515 votes, equating to 45.5%, while Jammeh won 36.7%, 212,099 votes. A third candidate accounted for 17.8%.

Jammeh is the nation’s second president since independence in 1965. In a public broadcast he hailed “the most transparent election in the whole world,” and congratulated Barrow on “a clear victory[…] You Gambians have decided.”

Born in Basse in 1965, Barrow spent several years working as a security guard in London. He returned home in 2006 and began property development, which he still does. He expressed disappointment he did not win by a larger margin.

Barrow represents a coalition of parties in an unprecedented co-operation. He said his first priority is to pick his cabinet, and has proposed a presidential two-term limit and promised financial stimulation. “It’s the people who have spoken. He cannot hang on,” he said. “We won the election clearly so there’s nothing he can do about it.”

Jammeh refused international observations of the election, banned protests following the result, and switched off the nation’s Internet access on the day of the vote. He pledged to work with Barrow and hand over power in January.

Morale Building At Work Suggestion Systems A Study By Artur Victoria

Submitted by: Artur Victoria

Many employees have good ideas for increasing production or for improving plant conditions, but from self-consciousness, indifference, or lack of incentive, they do not volunteer them. They may feel “what’s the use, I won’t get anything for it,” or else they are afraid that if they tell their ideas to their supervisor he will get the credit for it when he reports it instead of the worker receiving credit. As a means of awakening interest and to secure valuable ideas from the workers, suggestion systems are adopted.

As in all personnel work, the first step is to sell the idea to the workers. The employees should be made to feel that the company values and wants their ideas and that they will be rewarded for all suggestions accepted. The point should be emphasized that the employee whom the company values most is the thinking employee and that the company can know about the employee’s ideas only when he brings them to the company notice.

So that the worker will not indulge in generalities or develop ideas involving impossible changes in the company’s policy, an announcement should be made stating definitely the kinds of suggestions wanted; for example, suggestions as to savings in labor, time and materials, suggestions for accident prevention, for increasing the sales of the product. The skilled workman on the bench or at the lathe or milling machine often thinks up better ways to do work, tool machines, save time, or conserve materials. His ideas are needed for increasing production and lowering costs. He may often have other ideas entirely foreign to his own work. These ideas in many cases are of considerable worth to the company.

In most companies all employees are eligible to submit suggestions with the exception of the executives, time study men, engineers, and the members of the supervisory force. The latter, as a part of their regular duties, are expected to work out new ideas, to develop new plans, and to make improvements in methods; therefore they are not eligible for award unless their suggestions do not concern their own department.

A simple procedure should be devised for the submitting of suggestions so that all suggestions will be received in a uniform manner. A usual practice is to install small suggestion boxes similar to the ordinary ballot boxes at convenient locations. In an open box beside the suggestion box is placed a number of simple suggestion forms with space for the date, employee’s name, and payroll number, and the suggestion he wishes to submit. In cases where it is desired to have the name of the employee secret until after the suggestion has been passed upon, the name of the employee is omitted and the suggestion blanks are numbered consecutively. Each suggestion blank is provided with a stub bearing the same number as the sheet.

The one submitting the suggestion tears the stub off the form after he has written his suggestion and retains it to identify him, should his suggestion be accepted and award made. Record should be kept of all suggestions and their disposition. Where the name of the employee making the suggestion is known, acknowledgment of the suggestion should be made immediately upon its receipt. The house organ or company newspaper may be used to acknowledge suggestions, referring to “blind” suggestions by number.

Suggestions should be acted upon as promptly as conditions permit by a qualified committee, including if practicable one or more representatives of the workers. When a suggestion is not accepted, the reason should be given to the employee submitting the suggestion, if possible, in a personal interview. This serves to keep up his interest, to show him the management is acting fairly and to guide him in submitting other suggestions.

Practice differs as to how to reward employees for suggestions adopted. Most companies give monetary rewards, and many endeavor to have the amount of the reward bear a definite relation to the value to the company of the suggestion.

In many instances, however, it is difficult if not almost impossible to determine the value of the suggestion in Euros and cents. Generally speaking, it is probably better to try to interest the mass of workers by giving rewards for a large number of suggestions than it is to have a few large rewards.

Some concerns, in addition to awarding a prize, reward those who show unusual ingenuity and interest by promotion to positions of greater responsibility and better wage.

In February, Japanese herpetologists Kanto Nishikawa, Masafumi Matsui (of the Kyoto University), and Tao Thien Nguyen (of the Vietnam Academy of Science and Technology) discovered Ziegler’s crocodile newt in Vietnam. The new species, called Tylototriton ziegleri, is characterised by a unique morphology, most noticeably the rough skin. The researchers noticed the new set of species features when examining a specimen in National Museum of Nature and Science, Tokyo and confirmed the species after a field study and DNA analysis.

On February 18, the researchers successfully published the paper at Current Herpetology, published by the Herpetological Society of Japan.

Masafumi Matsui asked Kanto Nishikawa to identify the species from the museum. After a discussion with Tao Thien Nguyen, younger brother of T. Q. Nguyen, co-author of an existing Tylototriton vietnamensis species, Kanto Nishikawa identified the species as a new one.

Last Friday, Wikinews interviewed the research team about the study.

((Wikinews)) What is most particular in the new species morphology?

Kanto Nishikawa: Very rough skin.

((WN)) What kind of environments do the newts live in?

KN: Secondary and primary forest, near wet land.

((WN)) What do the newts eat?

KN: Probably small invertebrates, like earthworms, insect, and snails…

((WN)) What equipment was used during the research?

KN: Calipers for measuring specimens, DNA sequencer and PC for molecular analysis.

((WN)) What were the roles of the people involved in the research? What activity was most time-consuming?

KN: Collecting in the wild, analysis of data, and getting research permission.
Tao Thien Nguyen: I am also co-author of paper.
TTN: I was conducted survey in Hagiang and Cao Bang provinces during two year 2010 and 2011. I collected total 10 samples of Tylototriton in the nature habitat for our research,
TTN: I like Nikon camera very much and the photos taken by Nikon D300 body with Macro-len 60:2.8,

((WN)) Who did you have to get research permission from?

KN: From local government or national museum where Mr. Tao belongs to. We need many permissions not only for conducting research, but also exporting (= borrowing) specimens. This is common for researchers.

((WN)) What was the purpose of the field study? Is an alive individual required for DNA analysis, for species description and depiction, or for something else?

KN: Yes, for collecting alive one for DNA, and compiling information on habitat, ecology, breeding sites of the species.

Investigators blame pilot error for AirAsia crash into Java Sea

Investigators blame pilot error for AirAsia crash into Java Sea

Wednesday, December 2, 2015

Indonesia’s National Transportation Safety Committee yesterday declared pilot error to be behind the crash of Indonesia AirAsia Flight 8501. All 162 passengers and crew died when the plane crashed into the Java Sea a year ago.

The Airbus A320-200 was around 40 minutes from Surabaya’s Juanda International Airport to Singapore’s Changi International Airport when it vanished on December 28. Wreckage and bodies were found floating two days later; National Search and Rescue Agency divers led an international recovery effort but over 50 bodies remain lost.

The pilots were facing a fault with the rudder travel limiter, a part involved in rudder control. They repeatedly received warnings on their Electronic Centralized Aircraft Monitoring (ECAM) system. The first three times Indonesian Pilot Iriyanto and French co-pilot Remi Emmanuel Plesel followed correct procedure only for the fault to recur. The fourth time, they tried something else — based on Flight Data Recorder readouts, investigators believe they reset power to their Flight Augmentation Computers.

The computers are principally responsible for rudder control and aircraft stability. With both computers switched off, the entire fly-by-wire system of semi-automation disconnected, as did the autopilot and autothrust systems. The pilots were now left to fly entirely manually, without automation that protects the aircraft from entering unusual and dangerous positions.

A miscommunication followed. Iriyanto asked Plesel, who was flying, to “pull down”. Plesel pulled the controls down, which pitched the nose up; Iriyanto had wanted to descend. The flight ascended without permission through 36,000ft with a ground speed of 353knts. The aircraft would normally be travelling faster, with a nearby Emirates jet at a ground speed of 503knts at 36,000ft. The aircraft also banked as the disengagement of automation left the rudder off-centre.

The AirAsia flight reached 38,000ft and entered a stall. The crew did not manage to regain control. The 155 passengers and seven crew died when the plane hit the sea. Most were Indonesians, but for three South Koreans, one Malaysian, one Brit, and French national Plesel.

The fault was traced to cracked solder on a circuit board. It had repeatedly occurred in the weeks before the crash. The investigation concluded maintenance failings contributed to the disaster, but Muhammad Alwi of the Indonesian Transportation Ministry said “Repeated trouble in maintenance is a normal thing[…] If the trouble is fixed in accordance with the manual maintenance procedures, then it’s alright”.

Investigators believe the solder crack is attributable to extreme temperature changes in the unprotected compartment near the tail that houses the component.

The investigation further found the flight crew were untrained in recovering from extreme events. AirAsia boss Tony Fernandes said yesterday “there is much to be learned here for AirAsia, the manufacturer and the aviation industry… We will not leave any stone unturned to make sure the industry learns from this tragic incident”.

The report also dismisses weather as a contributory factor. The flight was diverting around storms in the area.

Iriyanto and Plessel had over 8,000 hours experience between them. Iriyanto had a decade of experience training other pilots, and previous employers include the air force. They spent three minutes struggling to regain control as the pane fell to the sea. Some bodies were recovered around 1,000km away near Sulawesi.

AFP spoke to Terence Fan, an air industry expert from Singapore Management University, who said “It’s a scenario that has played out in air accidents in the past[…] Pilots are either distracted by a faulty equipment or cannot properly solve the issue and something else is brewing in the background.”

One such accident was the loss of Air France Flight 447 in 2009 into the Atlantic. It was investigated by the BEA of France, which also assisted the AirAsia probe. The BEA issued recommendations on how to train pilots after the Air France crash. Ex-BEA boss Jean-Paul Troadec said to AFP “Several recommendations of the (BEA) on the subject of pilot training were clearly not implemented by [AirAsia].”

Indonesia saw such an accident on New Years’ Day 2007 when Adam Air Flight 574 crashed into the Makasser Strait near Sulawesi. The plane suffered a failure on a navigational instrument. While pilots were troubleshooting for this navigational system they first unintentionally disconnected the autopilot, then lost control and crashed into the sea.
